Barbara Haines-Parmele is President of ManTech’s Intelligence Sector.
In this role she is responsible for leading over 1,700 professionals delivering mission-critical technology solutions and services that underpin clients’ most important mission priorities. She is an accomplished executive with experience leading large organizations and initiatives in the federal government, financial services and management consulting sectors.
Ms. Haines-Parmele previously served as Vice President and Division Manager of ManTech’s National Intelligence Solutions Division, where she oversaw all aspects of financial performance, business growth, customer satisfaction, and workforce management. With more than 25 years’ experience in the intelligence and federal civilian industry, Ms. Haines-Parmele has a broad background in engagements with clients. She has delivered a variety of services including program and portfolio management, full-spectrum cyber, software development, system engineering, enterprise IT services, intelligence analysis, and management consulting.
Previously, Ms. Haines-Parmele served in several pivotal leadership roles managing large-scale change initiatives for the Federal Reserve System, as well as for Arthur Andersen’s Global Human Capital Practice.
She holds an M.Ed. in Training & Organizational Development and a B.A. in Political Science from Penn State University. In addition, Ms. Haines-Parmele earned her Project Management Professional (PMP) and completed an Executive Leadership Program at Lake Forest Graduate School of Management.
