Mr. McHugh has 30+ years of experience serving the nation’s intelligence community, including a 28-year career with the CIA and National Security Agency.
He served as chief of station in various Middle Eastern and East European locations.
He managed several multimillion-dollar and multiagency programs focused on countering international terrorism, weapons proliferation, counterintelligence, and cyber threats directed against the United States.
Mr. McHugh is currently an elected Board Member of the Virginia Chamber of Commerce.

Brian McHugh serves as both SVP for External Affairs and as Chief of Staff to ManTech’s President and CEO, Matt Tait.
Mr. McHugh joined ManTech in 2013 to spearhead the company’s Special Programs, Program Development, and Risk Management efforts. Leveraging his extensive foreign policy experience, he develops and implements national security programs that align with ManTech’s customers’ missions and resources. Mr. McHugh advises ManTech’s Board of Directors and executive management team on risk mitigation strategies for global operations.
With over 30 years of experience in the intelligence community, including a distinguished 28-year career with the CIA and National Security Agency, Mr. McHugh has served in critical roles across various international settings. As a station chief in the Middle East and Eastern Europe, he managed several multimillion-dollar, multi-agency programs focused on counterterrorism, weapons proliferation, counterintelligence, and cyber threats targeting the United States. His work, under significant Congressional oversight, allowed him to forge relationships with foreign governments, senior U.S. military commanders, and policymakers.
Mr. McHugh has developed significant expertise in regions such as the Middle East, Asia, Eastern Europe, and the Balkans. Additionally, he served as the Associate Executive Assistant Director (AEAD) of the National Security Branch at the FBI, where he was responsible for counterterrorism, counterintelligence, weapons of mass destruction, and cybersecurity initiatives. Throughout his career, Mr. McHugh has led various domestic and international operations aimed at bringing terrorists to justice and preventing acts of terror against U.S. citizens. His contributions have earned him several senior career Intelligence awards.
He holds a Bachelor of Science degree in International Relations and Soviet & East European Studies from the University of Illinois. Additionally, he has completed graduate programs at the University of Pennsylvania/Wharton School, the University of Virginia/Darden School of Business, and Northwestern University/Kellogg School of Business. Mr. McHugh also leads ManTech’s Community Services program, dedicated to supporting troops, veterans, and their families.
