ASTRO is a family of ten separate, individual, Multiple Award (MA), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts that encompass a variety of services related to manned, unmanned, and optionally manned platforms and robotics.  The family of ASTRO MA-IDIQ contracts, as a whole, is referred to as the Master Contract. Each individual Master Contract is referred to as a Pool within the Master Contract.

ASTRO’s scope includes operations, maintenance, readiness, development, research and development, hardware, and systems integration of manned, unmanned, and optionally manned systems, robotics, and platforms, as well as the services that support those systems, robotics, and platforms within the intelligence, surveillance, and reconnaissance mission area.

ASTRO is available for use by the GSA FAS AAS FEDSIM organization and any Contracting Officer (CO) granted a Delegation of Procurement Authority (DPA) specifically authorized by the ASTRO CO.

ASTRO is the first GSA contract vehicle to successfully utilize the Section 876 authority that authorizes evaluation and award at the contract level without consideration of price or cost at the master contract level. Price and cost evaluation are required at the task order level when specific requirements are definitized and thus meaningful for the purposes of evaluation.

ASTRO includes 10 pools, each representing a different scope area in support of these platforms.  The pools include:

  • DATA OPERATIONS – Data collection, processing, exploitation, and dissemination activities associated with manned, unmanned, and optionally manned platforms and robotics supporting mission performance. This includes traditional labor services as well as “as a service” support.

 

  • MISSION OPERATIONS – Mission Operations includes performance of operational services not included in Data Operations associated with manned, unmanned, and optionally manned platforms and robotics supporting mission performance. This includes traditional labor services as well as “as a service” support.

 

  • AVIATION – Maintenance, repair, and overhaul of manned, optionally manned, and unmanned aircraft.

 

  • GROUND – Maintenance, repair, and overhaul of manned, optionally manned, and unmanned ground platforms and industrial machinery.

 

  • SPACE – Maintenance, repair, and overhaul of manned, optionally manned, and unmanned space platforms.

 

  • MARITIME – Maintenance, repair, and overhaul of manned, optionally manned, and unmanned maritime platforms.

 

  • DEVELOPMENT/SYSTEMS INTEGRATION – Systems integration, improvement, and/or engineering associated with manned, unmanned, and optionally manned platforms.

 

  • RESEARCH – All R&D associated with manned, unmanned, optionally manned, and counter Unmanned Systems (UxS) platforms.

 

  • SUPPORT – All support services (except training) required for successful execution of a product, program, project, or process regarding platforms and robotics for land, air, sea, or space; the planning necessary to support operational missions; and the analysis of the results of an operational mission.

 

  • TRAINING – All training (the providing of instruction) services required for successful execution of a product, program, project, or process regarding platforms and/or robotics for land, air, sea, or space.

  • 10-year period of performance – November 15, 2021 – November 14, 2026 for the base period and November 15, 2026 – November 14, 2031 for the option period, if exercised
  • Uses Section 876 authority which specifies no labor rates at the master contract level; price and cost are only considered at the task order level
  • All task order contract types (e.g., fixed price, cost reimbursement, incentive, time and materials, labor hours, or hybrid)
  • ODCs including travel, materials, equipment, and subcontractors are allowable to obtain a total solution
  • Solutions may include Ancillary Support Services and/or Ancillary Support Products
  • Aggressive small business subcontract goals–50% of subcontracted dollars
  • Pre-competed, easy-to-use contract with streamlined ordering procedures based on FAR 16.505
  • Complimentary scope and compatibility review
  • No access fee
