Alliant 2

The Alliant 2 GWAC is a multiple-award, indefinite-delivery, indefinite quantity (IDIQ) contract vehicle sponsored by the General Services Administration (GSA) that allows federal agencies to obtain a broad range of high-quality IT support services worldwide including Continuous Diagnostics and Mitigation (CDM). It offers infrastructure, application, IT management services, and Cyber Security Solutions: Game changing proactive defense to enhance security posture in an evolving threat landscape for all federal civilian and Department of Defense (DoD) agencies with delegation of authority. The contract uses a streamlined task-order procurement process that allows agencies to procure solutions directly or through GSA’s assisted-services offering.

The scope of the Alliant 2 GWAC includes any and all components of an integrated Information Technology (IT) solution, including all current and any new technologies which may emerge during the life cycle of the Contract.

  • 10 year contract with a $75 billion ceiling (July 1, 2018  – June 30, 2028)
    • Orders may extend beyond the 10 year contract period, but Orders may not extend more than five (5) years after the expiration of Alliant 2
  • Scope aligned with Federal Enterprise Architecture (FEA) and Department of Defense Enterprise Architecture (DODEA)
  • All contract types e.g. fixed price, cost-reimbursement, labor-hour and time-and-materials
  • Ancillary support permitted when it is integral to and necessary for the IT services-based outcome
  • Aggressive small business subcontract goals – 50 percent of subcontracted dollars
  • Pre-competed, easy-to-use contract with streamlined ordering procedures based on FAR 16.505
  • Complimentary scope-compatibility reviews by GSA
  • Compliance with current National Defense
  • Authorization Act (NDAA) regulations pertaining to multiple-award contract task orders
  • No protests on order $10 million and under, except on the grounds that the order increases the scope, period or maximum value of the GWAC

The General Services Administration (GSA) designed the Alliant 2 contract for ease of use and has provided two flexible options for placing task orders:

  • GSA’s Assisted Acquisition Services (AAS) can help you navigate all or part of the Alliant 2 task order process, from procurement through performance and closeout. Please contact your regional GSA AAS staff to learn more.
  • If your organization has its own contracting officer, you can use Alliant 2’s Direct Order/Direct Bill feature. Contracting officers who do not have an Alliant 2 delegation of authority can obtain one through a simple procedure managed by the Alliant 2 Program Office.
