Case Study - Updating the U.S. Navy's Budget Preparation System
Challenge
The Navy’s Military Sealift Command sentenced BPS to death in July 2019 and Definitive Logic acted as executioner for an outdated technology that lacked the flexibility and functionality required for efficient management, advanced analytics, and agile budget/POM preparation.
Solution
The Navy used BPS to formulate, review and produce the MSC budget and Program Objective Memorandum (POM) for its portion of the Navy Working Capital Fund (NWCF) and Transportation Working Capital Fund (TWCF) budgets. The Oracle Hyperion implementation centralizes these efforts into a seamless integrated workflow providing confidence and transparency to its customers.
Impact
Oracle’s Hyperion solution integrates the user interface, back-end database and workflow seamlessly. MSC now conducts management reporting for ship statistics, direct and indirect costs, estimated inflation rates, fuel prices and historical weights to be input and calculated within the system.
MSC is able to calculate total annual ship costs and provide daily billing rates to its customers.
